Knowledge Calls
Knowledge Calls — a buyer states the skill it needs.
A Knowledge Call is a buyer's statement, carried on the register, of a skill it needs and cannot find in the Tacit Tessera Book. Even Steven recruits and signs the people who hold it. The register issues the number, the Card and the tile, and the buyer licenses under the kind it chose. No call is open.
Steady Eddie and Strategic Agent require skill sets. Even Steven owns them. Tacit Tessera licenses them to OEMs and to AI. A call carries no price, no rate, no target count, no date and no person's name.
A statement in the register's words.
A buyer states, on the register, what it needs and cannot find: the sector, the track, the machine family or the kind of record, and the conditions it would accept — a field of use, a territory, and whether it can work with no use for surveillance and no unattended operation. The statement is written in the register's own vocabulary, from that sector's own family and trade tables, so that what is asked for can be filed, numbered and found by the same words once it exists.
The register carries the call. It does not recruit, and it does not put paper in front of anyone. Even Steven recruits, because the paper is Even Steven's: a person who answers a call signs with Even Steven, never with the buyer and never with Tacit Source. That separation is the reason a call is Even Steven's to recruit and the register's only to carry.
A call is not an order for a particular person. It names a skill, and Even Steven finds who holds it.

Even Steven finds the people who hold the skill — or the company whose records hold it — and signs them. A person signs under their own name, and the name is the address: the number sits beside it, never instead of it. A company is coded: the name is withheld, and the register holds it.
The four consents stay separate, each given and ended on its own, and a call changes none of them. The conditions travel. A contributor may put conditions on what is made of their skill: the field of use it may be run in, the territory, no use for surveillance, no unattended operation, and a named use or house kept away from it. The conditions travel on the Card and in the licence. A contributor's conditions can narrow what a buyer asked for, and where they do, the narrower set is what is issued. The buyer does not choose the contributor's conditions; the contributor does.
There is no rank, no score and no grade, and no call ranks the people who answer it. One line holds wherever a record is asked for: a record is never supplied to assess the person, to an insurer or to anyone else.

A way of working taught to or loaded on a machine, chosen before the work starts. It proposes, and it never authorizes. No named person's hands, and no machine ever receives a session.
Records · records mining, then Ratify
Nobody is interviewed and nobody is recorded. The paper is already written; a reference is mined from it, and the person ratifies what is drafted.
Before a number is issued, a rights intake asks who the employer was, who owned the equipment, whose property the capture happened on, what confidential information, third-party documents or customer information the record carries, and what restrictions an existing contract puts on it. It ends in one of four outcomes: clear, requires a release, private only, or cannot register. Where capture happens on an employer's machine or property, a written employer release is a condition of issue.
Then the register issues the number, the Card and the tile, and the entry reads Specified like every other. The buyer reads the Card, checks the number and licenses it under the kind it chose. Three licence kinds are offered: execution, learning and derivative. Each carries a term, a field of use and a territory.
Ending it follows the kind. On an execution licence: It stops for new work at once; a job already underway finishes. On a learning or derivative licence: Material used to build a model comes out at the model's next revision, and that date is stated to the person before they sign. The register never claims a model has forgotten anyone.
No price, no rate, no target count, no date, no name.
A call carries no price and no rate: what is paid for a skill set belongs to Even Steven's paper and appears on no page of the register. It carries no target count — not how many people, not how many hours, not how many records. It carries no date: none by which it must be answered, and none by which work must begin. It carries no person's name: not the buyer's, and not the name of anyone who might answer it. Nothing is offered for answering a call beyond the paper the person signs with Even Steven.
A call is not an order that can be bought forward on the Book. It buys no placement, no rank and no position in a family, and entries within a family sit in no order. A call does not compare one person with another, and it never becomes a record about anyone who did not answer it.
The sector and the skill are public. Who asked is not.

What is public is enough for a person to know that a skill is wanted, and for Even Steven to recruit. What is not public is everything that would turn the call into a market.
