What runs between a person and a machine.
Everything this register does sits on one chain, and the chain runs the same way every time: source → record → register → seal → licence → cover → use → receipt → settlement.
The chain is set out end to end here and nowhere else. Every other page here owns one link of it, explains that link in full, and points back to this one.
A person's way of working is recorded. The intake runs, and a number issues with a Card, a tile and an edition. The edition is sealed, and its seal can be checked. A licence is taken — execution, learning or derivative — with a term, a field of use and a territory. Before a use, the register answers whether that licence covers this number and this edition. The use happens. A signed row is written, and it is the receipt. The count is the economic record, and what is owed is worked out from it.
Nine links, each one a thing that is written down.
A link on this chain is not a stage in a process anybody has to remember. Each one leaves a record behind it, and each record is addressed by the same number, so a question asked at the far end of the chain is answered by reading backwards along it.
- SourceThe person whose way of working it is, or the company whose records they are. You own your skill, always and forever. A skill is a way of working and it stays with the person whose it is; no paper signed anywhere on this register reaches it.
- RecordWhat is made of the skill: a recorded session, a retained body of paper mined into a reference, a package taught to a machine. The record is the thing a register can carry. Even Steven owns what is made, on every track, for the person or company it came from.
- RegisterThe rights intake runs, and a number issues with a Card, a tile and an edition. Ten characters, the sector letter first, issued once and never reused. The number is what everything else on the chain is addressed by.

- SealAn edition is sealed when it is frozen, and its seal can be checked at the verify address printed on the Card. A check shows that this number, this edition and this seal are the ones the register issued, and that the copy checked is untouched. It does not establish ownership, and it does not establish that no copy exists anywhere else.
- LicenceThree licence kinds are offered — execution, learning and derivative — and each carries a term, a field of use and a territory. Inside each kind the actions are named one by one, so what is licensed is not a licence but a list of things that may be done.
- CoverBefore a use, a licensee may ask whether its licence covers this number and this edition. The register answers from the licence, not about the work. The register records; it does not decide. What a coverage answer is, and the safety boundary it never crosses, are on Rights and License.
- UseThe work happens — at the machine, under the name the licence pins, or at a seat where a reference is consulted. The skill set is chosen by name before the work starts. There is no default and no last-used.
- ReceiptA signed row is written, and it is the receipt: the number and edition, the licence, the action, the class the count is taken in, and when. One signed row serves as clearance, invoice and pay, and it is read from both ends.
- SettlementThe count is the economic record, and what is owed is worked out from it. The rate lives on Even Steven's covenant and never on a page, and the register never sits between the parties.
Read the other way the chain is a question with an answer at every step: a charge reads back to a receipt, a receipt to a use, a use to a licence, a licence to an edition, and an edition to the source it was made from. Nothing on that path is inferred afterwards, because each link was written down at the time.
Knowledge that reaches a machine with nothing attached to it.

Knowledge goes into a machine and comes out with no source, no permission, no edition and no history. That is the thing this register exists to prevent.
Human knowledge has always had value. Machines can now read it at scale. The rights infrastructure did not exist, and this register is that infrastructure.
Each of those four sentences is a page on this site, and each of them is one link on the chain above. Rights says what exists in a skill set and who holds it. License says what may be done with it and on what paper. Meter says how a use is counted and by whom it is read. Protect says what the person keeps, and Scale says how a number reaches work.

Enterprise
The four routes cross. A fleet owner who licenses a way of working is on the second and ends on the fourth; a person whose records built a reference is on the first and reads the third when their licensee asks how a number resolves. Nothing is hidden behind a route, and the footer carries every page on this site.
Seven sectors, one register.

Three kinds of skill set.
Track H · Hands
One named person's way of running one family of machine, held with their consent and asked for by name. Even Steven collects it, with the Trainer it adopts from Steady Eddie.
Track M · Machine
A way of working taught to or loaded on a machine by Steady Eddie, not a named person's. It proposes. It never authorizes.
Track R · Records
A professional's practice, mined from the corpus they retained over a career into a reference that answers with named sources and refuses when the records do not support one. A back office is built the same way. Strategic Agent collects it.
The track sits in the second character of every number, so a Card says which of the three it is before anything else on it is read. What kind of knowledge a skill set holds — a technique, a procedure, a judgment, a decision pattern — is a field on the Card and not a fourth track.
Four houses, one chain.
The chain
Steady Eddie and Strategic Agent require skill sets. Even Steven owns them. Tacit Tessera licenses them to OEMs and to AI.
Four houses collect. Even Steven owns what is made of every skill — never the skill — for the person or company it came from, and is the one paper a Source signs. Tacit Tessera numbers, seals, licenses and counts. A licensee is an OEM or an AI; both get the same sealed edition.
A number says where a skill set belongs.
A number reads sector, track, family, sequence, trade and edition: C H 3 001 MN · 1, and in machine form CH3001MN1Q. The tenth character is computed and never typed, so a mistyped number is caught before the register is asked. It is issued once and never reused.
Five things, and nothing else.
What the register refuses is as fixed as what it does. It does not decide who owns anything, it does not establish that a skill set is safe, accurate or fit for any particular purpose, and it never claims a model has forgotten anyone. Those limits are written out on Trust.
One surface issues; the other offers.
The Registry issues numbers, seals Cards and records events. The Exchange offers what the Registry has recorded, and holds nothing of its own. The Book is the Registry's public index.
The Registry is the authoritative surface: the number, the Card, the seal and the event history are its acts, and a check is answered from it. The Book is where those entries are read — every skill set specified so far, each tile carrying its own number and the mark of the house that collected it, so nothing depends on colour alone. The Exchange is the buying surface over the public side of the Book: a search of it, Collections showing a Mosaic or a Composite as what it is, and Knowledge Calls, where a buyer states the skill it needs. The search reads what a Card makes public; it never reads the skill set itself, and there is no list, browse, bulk or export endpoint. Why that refusal is the shape of the surface is on the Exchange.
At issue a skill set is made twice as an object — a plate for the shelf, a card for the wallet — in the tile's own colour: the physical Tacit Tessera. Every person shown on this site is an example.

This is the short form of a Card: the number, the tile, who collected it, who owns what is made of it, who licenses it, and the terms the licence would carry. The Tacit Tessera Manifest is the same Card in the form a machine reads — a serialisation of a Card that already exists and is already sealed, not a second object — and the control below opens it. It is not a download, not a file and not an export: it is what the register holds about this entry, and it is not a copy of the skill set.

- Context envelope — scope and refuses, named as one object
- What it covers. Covers one person's way of running an excavator on civil earthworks: how the work is read, set up and carried through on that family of machine, under that person's own name. One family of machine only; a different family, or a different person, is a different number.
Where it stops. It refuses work outside the family of machine it covers, and it never runs under any name but the person's own. The person can end it. It stops for new work at once; a job already underway finishes.
The envelope says what this entry was written for, and never what it is approved for. Its detail — the machine families, attachments, environment, materials, operating modes, jurisdiction, stated assumptions and known exclusions an edition is read against — is licensee-side and is not written here.
